WHAT IS THIS PROGRAM?

The Vehicle Ownership Program is one of the core ways we help individuals overcome transportation barriers and take meaningful steps toward stability and independence.

We empower individuals to secure a vehicle and build a sustainable
long-term transportation plan

We offer three pathways within this program—First Wheel, Second Wheel, and Third Wheel—each designed to meet you where you are and support your journey forward.

At Chariots4Hope, we understand that reliable transportation is not just a convenience—it’s a lifeline to opportunity. This program exists to guide you toward the independence and freedom that comes with owning your own vehicle.

CLASSES REQUIRED

Prior to acceptance into our Vehicle Ownership Program, all applicants must fulfill several prerequisites. These include attending an in-person orientation, submitting required documentation, and completing both online and in-person educational classes designed to prepare participants for the responsibilities of vehicle ownership.

The online course series, titled “Drive4Success,” includes the following four modules:

INSURANCE 101

Understand the basics of auto insurance, including coverage types, policy requirements, and how to protect yourself financially.

CAR CARE

Learn essential vehicle maintenance practices to keep your car running safely and efficiently.

FINANCIAL FREEDOM

Focuses on budgeting and managing transportation-related expenses like fuel, repairs, insurance, and long-term planning.

TRAFFIC STOPS

Provides practical guidance on what to do if you’re pulled over, including your rights and how to stay safe and respectful.

In addition to the online modules, all applicants are required to attend an in-person Safe Driving class, which reinforces key road safety principles, rules of the road, and responsible driving habits.

Successful completion of each online lesson is contingent upon passing a short quiz. Our goal is to ensure that every participant emerges from the program well-informed, confident, and prepared for their journey on the road ahead.

FIRSTWHEEL

The First Wheel Program is our foundational program designed to assist those facing the most urgent transportation challenges. Eligible participants can acquire a vehicle for just $500 through this program. These vehicles serve as essential means to commute from point A to point B, with an intended lifespan of 18-24 months.

Engaging in a series of informative classes, this program unfolds over several months, equipping participants with essential skills for vehicle ownership.

WHO QUALIFIES?

Here are the core qualifications of First Wheel

Must be referred by Referring Organization and working with them for at least 90 days

Be working (SSI income will be considered)

Be insurable and provide a state driving history record

Must complete Drive4Success classes

Must pass a drug screen at client’s own expense

Must not have a working vehicle in their household

Be financially able to cover fees for registration, tags, and title

Must have a discretionary income of $400/mo

If under the age of 24, must be a parent with custody of children or working towards reunification

Have a valid Driver’s License

Must fall within our low-income bracket

SECONDWHEEL

The Second Wheel Program offers a vehicle ownership pathway for individuals who do not qualify for our First Wheel Program but are still in need of reliable transportation. Through this option, participants invest a minimum of $3,000 and gain access to our inventory of affordably priced used vehicles.

Second Wheel provides greater flexibility, access to higher-value vehicles, and often faster turnaround for participants who have the means to contribute more financially, even if they don’t meet the urgency-based qualifications of First Wheel.

Like First Wheel, participants complete our Drive4Success course and an in-person Safe Driving class to ensure they are equipped for responsible vehicle ownership.

Second Wheel is not a lesser or greater program—it’s simply a different path designed to meet people where they are and expand access to life-changing transportation.

WHO QUALIFIES?

Must be referred by Referring Organization and working with them for at least 90 days

Must have valid driver’s license

Must fall within our low-income bracket

Must have minimum of $3,000 saved and ready to purchase a vehicle

Must be financially able to cover fees for registration, tags, and title

Must complete Drive4Success classes

THIRD WHEEL

The Third Wheel Program serves individuals who do not meet the qualifications for First or Second Wheel but still need access to reliable transportation. Through this program, participants can obtain a vehicle by leveraging flexible financing options, including both third-party and in-house financing, based on approval.

Third Wheel is designed specifically for low-income families and individuals who may not have immediate funds or meet traditional loan requirements but are committed to long-term vehicle ownership. Our goal is to bridge the gap for those who are willing to invest in their future but need a structured path to get there.

Participants still benefit from our Drive4Success educational classes, ensuring they are equipped with the knowledge and tools to manage ownership successfully—financially, legally, and mechanically.

Third Wheel offers a new on-ramp to ownership—where financial barriers don’t have the final say.

Must be prepared to put a down payment on vehicle if required

Must be financially able to cover fees for registration, tags, and title

Our team will work with you to explore both 3rd party and in-house financing options. We aim to provide the most favorable terms possible to suit your financial situation.

AFFORDABLE PAYMENTS

We offer flexible payment plans to make vehicle ownership manageable. Our goal is to ensure that monthly payments are affordable and sustainable for your family.

For participants ready to obtain a vehicle by leveraging flexible financing options

By offering both 3rd party and in-house financing, we provide more opportunities for families to qualify for vehicle loans, making car ownership attainable for those with limited financial resources

Build credit score by making consistent auto loan payments, opening up future financial opportunities

Easier approval process for individuals with poor or no credit (we do not rely on traditional credit checks)

Flexible down-payment amounts, which can be beneficial for buyers with limited savings

We report payments to credit bureaus, providing an opportunity for recipients to improve their credit scores with regular, on-time payments

In-house financing terms, allowing for tailored payment plans that fit the buyers financial situation

Accessibility working with customers facing financial hardships, such as bankruptcy or previous repossessions

Community relationships, driven by our mission of demonstrating God’s love by removing transportation barriers

Immediate vehicle access – buyers can often drive away with their car on the same day they apply for financing
